Forced displacement

The ACSRM will contribute to a better understanding of the root causes, drivers of forced displacement, its impacts and policy implications to prevent and reduce forced displacement and address its challenges per the international human rights instruments. The ACSRM will contribute to strengthening the capacities of African Union Member States and Regional Economic Communities (RECs) to address the challenges of forced displacement, prevent forced displacement; protect the forcibly displaced persons (internally displaced people, refugees, and asylum seekers) per the international human rights instruments. 

Forced displacement is a fundamental challenge requiring the attention of the international community. It is essential to protect the human rights of refugees, asylum seekers, internally displaced persons (IDPs), and stateless persons while enabling their access to social security and humanitarian assistance. Forced displacement relates to the forced movement of individuals and communities obliged to leave their homes or places of residence due to conflicts, violence, human rights abuses and violations, natural disasters, and development projects. 

Addressing the challenges of forced displacement requires a comprehensive approach, including integration and reintegration, crisis prevention, management and conflict resolution. It is essential to address the root causes of conflicts and natural disasters that are critical drivers of forced displacement. 

International, regional, and continental cooperation is essential to address the challenges of forced displacement. Conflict prevention and management efforts should be strengthened to prevent forced displacement and address its ensuing challenges. 

African countries should strengthen international protection efforts towards refugees and asylum seekers. 

There is a need to enforce international and continental policy and legal instruments related to refugee protection in Africa. Strengthening national efforts related to international protection obligations is essential to address the challenges of refugees and asylum seekers. 

Human rights-based approaches to refugees and displaced persons consistent with international human rights instruments are essential to address the challenges of refugees and forcibly displaced persons. There is a need to address the root causes of refugees and forced displacement, including conflict and political instability.
